Rare Earth : Tidak ada negara mahu bina loji pembuangan sisa radioaktif

Ahli parlimen Kuantan, Fuziah Salleh mempersoalkan kewajaran Kementerian Sains, Teknologi dan Inovasi mengeluarkan lesen bagi membenarkan kawasan Gebeng di Kuantan dijadikan lokasi memproses ‘rare earth’ yang menghasilkan sisa buangan radioaktif.
Beliau mengulas jawapan menteri berkenaan, Datuk Dr Maximus Jonity Ongkili bahawa kementerian itu akan mengeluarkan lesen kepada pemaju, Lynas Corp Ltd, selepas mendapat kelulusan agensi alam sekitar di bawah kementerian yang sama dengan kerjasama kerajaan kerajaan tempatan.
Menurut Fuziah, keputusan itu tidak mengambil pandangan rakyat terbanyak, khususnya mereka yang tinggal berhampiran lokasi berkenaan yang akan berdepan dengan risiko kesihatan.
“Kenapa Malaysia menerima tawaran syarikat dari Australia ini? Sedangkan tidak ada negara di dunia kecuali China yang sanggup untuk menerima dan mahu membina loji pemprosesan tersebut di negara mereka, ” kata Fuziah pada soalan tambahan di Dewan Rakyat hari ini.
Beliau juga mempersoalkan kenyataan Timbalan Perdana Menteri, Tan Sri Muhyiddin Yassin bahawa pembinaan loji berkenaan tidak memberikan sebarang mudarat.
“Sisa thorium ini bukan radioaktif biasa. Ia mempunyai ‘half life’ (jangka hayat) berbilion tahun. Faktanya ialah selama 30 tahun tidak ada satu pun negara di dunia yang mahu menjadikan negara mereka sebagai pusat memproses sisa tersebut.
“Mengapa pula kita yang mahu menerima? soal Fuziah.
Dalam pada itu, Fuziah mendedahkan bahawa, sebelum ini Lynas pernah memohon kepada kerajaan Terengganu atas tujuan yang sama dengan berdasarkan ‘Radioactive Waste Management Code Of Practise 1988 mengikut standard China.
Sedangkan, syarikat itu seharusnya memohon pembinaan loji tersebut dengan bersandarkan kepada ‘Radioactive Waste Management Code Of Practise 1992′ seperti di Asutralia.
Lynas merupakan syarikat milik penuh Australia dan dianugerahkan selama 12 tahun kebenaran dan tanpa perlu membayar cukai. Jumlah eksport mereka apabila beroperasi sepenuhnya adalah kira-kira RM8 bilion setahun.
“Mereka tidak langsung perlu membayar cukai, sebaliknya meninggalkan risiko sisa buangan radioaktif. Kita bimbangkan keselamatan rakyat setempat,” tegas beliau.
Beliau turut membidas alasan yang dikemukakan Mosti bahawa pembinaan loji tersebut merupakan usaha mewujudkan peluang pekerjaan sebagai tidak masuk akal.
“Ia hanyalah alasan untuk menerima kelulusan pembinaan kilang tersebut,” ujar Fuziah.

We, the undersigned, want the government to stop Lynas Malaysia Sdn. Bhd. from operating its rare earth refining plant in Kuantan or anywhere in Malaysia.

We do not have faith in the safeguards claimed to have been put in place to ensure that there will not be radioactive leakages neither do we feel assured that the waste will be disposed properly.

We do not want to face a radioactive problem in our backyard and we do not want to subject ourselves or our family members to severe health problems.

as we know when the water sip in the radioactive dumping site, the waste water from there will flow underneath into our sea. we do not have faith in lynas transparency, & we cannot accept why Pahang can give 12 years tax free for Lynas even though in this case is the Lynas plead us for the land for rare earth processing site. this is ridiculous!

Lynas Annual Report 2009/2010 stated that the plant in Gebeng has capacity to process 22,000 tons of rare earth oxide (REO) per annum. 22,000 tons is equivalent to the weight of 2000 buses.During the monsoon season, the flood can reach a few hundred of houses roofs and when this combine with the radioactive contaminants of the 22,000 tons REO, it will be a Super Catastrophe for Malaysia.

At a meeting held in Kuantan, Fuziah Salleh informed that the Pahang state government approved the Lynas plant's construction within a week of its application in 2008. This means that the authorities had not carried out a detailed environmental impact assessment (DEIA) report before granting the approval. Note also that 12 ACRES of interim storage pools are built to store the radioactive waste, Lynas does not have a solution for the disposal of radioactive waste. Lastly, the Lynas was given free rein in the design and construction of its plant, with no external expert governance or oversight. Who can evaluate whether it conforms to safety and green standards?

1. I am not trust on the BN style of management that they will well manage/monitor the radioactive.......all proven record shown that bad experience. 2. Lynas should share the profit with all Malaysian, especially those nearer to their factory......(the profit should go direct to people not for government tax only!!!, again i not trust on BN) 3. The agreement must sign between residences and Lynas. The compensation must be clearly specified. Lynas must bear 100% all medical and living cost if there are radioactive caused the residence illness, lost job, can't work.......(Lynas should agree if Lynas so confident they able to manage the waste and no radioactive will harmful people)

An EIA without compliance with the local people is against the sense of an EIA. Using the waste of the plant for building streets is a solution of the past and will harm the environment over a long time. Investing so much many without saving environment and local people is imperialistic behaviour of the past.
